• the ability of ICSTIS to take action directly against the Information Provider
• new provisions covering subscription services
• new provisions on pricing information
• the definition of a network operator
• express provisions relating to text chat service
• network operators’ due diligence requirements
• the ability to impose sanctions against network operators for non-compliance
• the introduction of an administration fee for prior permission applicants
• exemptions for classes of service that require prior permission
